Responsibilities:

Under general direction this position provides technical leadership and functional guidance to operating unit personnel to assure prevention of accidents and elimination of process safety hazards within the work areas. This position is designed to lead and provide process safety technology support to the site, including: major capital project safety reviews, compliance audits, regulatory guidance to site and remote locations, major PHAs, MOC, Program 2 Facility Safety, risk analysis, and prevention systems. This position would provide key safety support specifically interpreting process safety regulations including the recently released Baker Panel Report. Additionally, this position would participate with a variety of Monsanto and industry groups to develop policy, guidance or standards in a number of process safety areas. A broad base of experience in chemical processes and engineering safety systems must be developed. This person will lead all of the process safety related programs that are now currently being managed by several different work groups (mechanical integrity, interlock guidelines, tank and vessel, etc…).

Directs the inspection and survey of facilities and sites to identify unsafe process safety conditions. Investigates process safety industrial accidents to find ways to eliminate any unsafe conditions. Promotes employee awareness of process safety through training. Ensures that process safety requirements are included in the design, construction, installation, operation and maintenance of facility systems and the applicable training and procedures are given [to] operating personnel. Maintains working knowledge of current and proposed Federal, State and local standards and regulations and recommends actions in anticipation of potential impacts on operations. Provides advice, instructions, requirements and reports on maters pertaining to employee and facility safety to management.

This position has accountability for all process safety programs at the Soda Springs sites (plant, mine, quarry, Rock Springs). Primary emphasis is on ensuring that facility and process safety programs to support this effort are in place and functioning. The Process Safety Specialist also has specific accountability for ensuring compliance with all Monsanto and regulatory process safety requirements.

Specific Responsibilities:

  1. Organize and coordinate major unit PHAs.
  2. Coordinate plant process safety audits.
    - New equipment/processes
    - Process Safety Audits
    - Corporate Program
    - Facility Safety Audits
    - Insurance Audits
    - Job Safety Analyses
    - OSHA, other
  3. Ensure all process safety ‘incidents’ are investigated, reports published, and corrective actions implemented.
  4. Ensure all records are maintained in accordance with Monsanto and regulatory requirements.
  5. Keep current all process safety programs & procedures and ensure employee understanding and compliance.
  6. Provide other safety support services including, but not limited to:
    - Shutdown safety support
    - On-call plant safety resource (this responsibility will be shared with other department personnel).
    - New employee safety orientations.
    - Safety promotions
    - Coordinate plant wide safety meetings regarding process safety.
    - Participate in BBS and other safety promotions and processes.
    - Work with other safety specialists in continuous improvement.
  7. Coordinate MOC program
  8. Site contact for corporate PSM information/issues.

Required Skills:

Qualifications/Competencies:

- BS in Safety Engineering or related engineering fields and five years process experience.
- Program development and optimization experience.
- Facilitation and presentation skills.
- Written and verbal communication skills.

Desired skills/experience:
- Knowledgeable in OSHA regulations, corporate safety requirements, and good management practices in the area of safety, process safety, and property protection.
- Keyboarding skills and the ability to productively use Word, Excel, and PowerPoint.
- Demonstrated ability to manage multiple assignments concurrently, driving assignments to conclusion to meet agreed to commitments.
- Extensive process experience in manufacturing
